If you have eligible dependent children, they can stay covered under your ICUBA medical insurance through the end of the year in which they turn 26.
If your adult dependent children are disabled, they may be able keep their coverage beyond age 26. Now, let's define Disabled Adult Dependent for purposes of continuing medical, dental, and vision coverage.
An adult disabled dependent is an unmarried dependent child, currently covered under your ICUBA benefits, who has a mental or physical disability, as defined below:
The child must be a child of the plan member which includes a natural child, legally adopted child, stepchild, foster child, or any child for whom the plan member has legal (court appointed) guardianship of.
The child is 26 or older, unmarried and depends mainly on the plan member for support.
The child is unable to provide self-support due to a mental or physical disability and must be claimed as the plan member's dependent for income tax purposes.*
*If the child is not claimed as such dependent for income tax purposes, the child must be eligible for Social Security income or Supplemental Security Income (SSI) as a disabled person or is working in supported employment which may offset the Social Security or SSI.
In order to maintain coverage for your adult disabled child, you must provide ICUBA proof of the child's incapacity and dependency within 31 days of the date coverage would have ended because the child reached age 26 during the calendar year. If your child is not enrolled in coverage when they reach their 26th birthday, they generally cannot enter the plan as an adult disabled dependent after attaining age 26.
In addition, members who wish to cover adult disabled dependent children under the plan are required to submit a disabled dependent affidavit. ICUBA, at its discretion, may require period updates and verification of the adult disabled dependent's status.
